This ordinance would require all San Francisco businesses that sell firearms to install video surveillance systems and record all purchases of firearms and ammunition.

Firearm vendors would also be required to electronically report all ammunition sales to the San Francisco Police Department (SFPD) on a weekly basis. This information would include the date of the transaction; the name, address, date of birth, driver’s license, and photograph of the purchaser or transferee; the brand and amount of ammunition transferred, and the name of the employee who signed off on the transaction. Vendors would also be responsible for handing over video footage to the SFPD on a regular basis.

San Francisco currently requires firearm vendors to only report purchases that involve more than 500 rounds of ammunition. There is no law requiring that vendors record transactions, but they are required to maintain records on customers and purchases.

Supervisor Mark Farrell, who introduced this legislation on September 15th, 2015, stated that his goal is to curtail illegal trafficking of firearms:

“Easy access to firearms continues to be a contributing factor to senseless violence, not only in San Francisco but across the country. There continues to be more we can do.”
