I think that it would be better to go back and look at what things were done in the past that actually generated a surplus budget. By the way it has never been a trickle-down economy budget. We should also look at states that are running with excesses and see what they did to achieve that. For example California is the sixth largest economy in the world by itself and has a surplus. Maybe we should copy some of the things that they did. I think it's better to look at the past and learn from it then it is to just make some arbitrary decisions that will cost all kinds of programs that assist the elderly the handicapped the poor and the uneducated. It is not just a matter of balancing the budget, it is a matter of having surplus funds that can be used in emergencies like the ones that the world is going through now.
