This is a joke within the federal employees. When Project Engineers are in charge there is no way you would be able to convince anyone of waste. Once management set their minds to it, that is it. I heard engineers talking once. They said “No hourly employee could ever design a project to save money”. So we didn’t get a dime but the Project Engineer who was the one to evaluate our idea got a big award. Also when it comes to less spending the first thing is tools, then safety. Any enticement of this type goes directly to upper managers and not the employees who actually do the work and come up with the money saving ideas.
