This bill would amend the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing a lease or authorization for energy exploration, development, or production off of the East Coast.

Specifically, the prohibition would cover exploration, development or production of oil, natural gas, or any other mineral in the Mid-Atlantic, South Atlantic, or North Atlantic planning areas. These planning areas cover the following stretches of the East Coast:

The North Atlantic planning area stretches from northern Maine to southern New Jersey;
The Mid-Atlantic area runs from northern Delaware to southern North Carolina;
The South Atlantic planning area goes from northern South Carolina to central Florida.
