A lot of opinions support reform but disagree that the Feds should do the reforming. It appears to me that the Feds are the only ones who have the capacity to reform the NCAA. That institution is engaged in interstate commerce and falls into the jurisdiction of federal control. It is bigger than any given state and if my home state of Wisconsin wanted to reform the NCAA then UW system and private universities like Marquette would likely be forced out of NCAA competition. Athletes need formal protections like guaranteed scholarship in the event of injury and the option for university housing. They're unpaid employees of the university and need protections. The Feds are the only ones big enough to regulate the NCAA.
