Flamethrowers? Really? Act: Making Possession of a Flamethrower a Federal Crime

This is a very strange and needs more detail about why we need this at all? As a law enforcement officer for 20+ years I never saw a flamethrower in the public domain? Really this needs to be a law ? Sounds a little to hot to handle as legitimate?
