Should Members of Congress Have Their Pay Withheld During a Gov’t Shutdown?

Yes. 100% Since money motivates them to act (lobbyists and donors) then punish them for failing to do their job. And, penalize them to forfeit the money they made thus far, NOT doing their jobs, and reimburse the American public.
