Does the President Need to be Blocked From Launching a Nuclear First Strike Unless Congress Declares War?

Considering our current leadership, particularly, I'd say it's an ESSENTIAL measure!! Building the military and playing "chicken" seems to be playing to our man-child's dreams of playing soldier thought he's a history of repeated deferments.
