I would ask for repeal ONLY because of the language !! What in the world is mentally defective?? It's not a legal diagnosis. The stigma of those with mental illnesses is already unacceptable. Do we call everyone with a physical illness "physical defectives" ? What would that mean? I believe such a bill would be prudent if it was rewritten and more specific. It is almost impossible to use a blanket word or phrase to identify those people that might harm others. A mental illness is frequently NOT the cause of such actions. Statistics have shown that people who have mental illnesses are much more likely to be the victim of a crime as opposed to being the perpetrator. A committee which must include representatives of NAMI, should be formed to write appropriate language and specifics as to how to identify those at risk.
