This resolution expresses the sense of the Senate that all sides of the current conflict in Yemen need to negotiate a ceasefire and work toward a lasting political settlement. It would also call for U.S.-backed Saudi military operations to take all practical steps to avoid civilian casualties while prioritizing strikes against Al Qaeda and ISIS.

Houthi-Saleh forces would be called on to stop indiscriminately shelling civilian areas and allow humanitarian organizations access to conflict zones that provide aid to civilians.

The Senate calls for a reconstruction and stabilization plan to be developed in consultation with local stakeholders and with robust financing from the international community, including the Gulf Cooperation Council that had made pledges to fund Yemen’s post-conflict reconstruction.

As a simple resolution, this legislation wouldn’t advance to the House if passed and wouldn’t have the force of law.
