Passing the buck!! When the President went straight to congress for authorization to do exactly this congress hemmed and hawed!! Because the didn't want to be held accountable along with the President if it turns out to be a bad decision. Now they want absolve themselves of any responsibility so that they can sit back and "Monday morning Quarterback" any decision this or future Presidents make. No!! Hold their feet to the fire and make them do the unsavory parts of their job, like declaring war or calling for hostilities.
