Does the SEC Need to Consider Ways to Improve Small Businesses’ Access to Capital?

The SBA already makes plenty of recommendations that go largely unheeded. Enacting reforms, not thinking about it and studying the issue, would be more appropriate than authorizing an annual paperwork exercise.
