Should the Feds Spend $1 Billion Researching a Universal Flu Vaccine?

We have resources that can work on this privately in the states like we have for years. There is “no one vaccine to cure them all” also it’s a billion in research. Not “invest a billion get a cure” it has no guarantee to produce any results.
