This bill would require people registering to vote in federal elections to affirm that they meet the eligibility requirements for voting.

Specifically, application forms would include boxes requiring the applicant to certify that they are over 18 and a U.S. citizen. All application forms would also be required to include a statement specifying the penalty for perjury in a voter registration application.

States would be prohibited from registering people to vote unless they verify that the person's application is correct. States could verify a person's eligibility by requiring applicants to provide (when submitting their voter registration application) documentary evidence that they are over 18 and a U.S. citizen.

The head of an office of the federal government would be required to enter into an agreement with a state’s chief election official to verify the eligibility of applicants registering to vote.

This bill also clarifies that the National Voting Registration Act of 1993 was not intended to restrict states from adding their own state-specific voter eligibility requirements.
