Basically, the power to keep special military-style forces or arrest citizens would be taken away from agencies like the IRS, the Food and Drug Agency (FDA), the Environmental Protection Agency (EPA), the Department of Education (DOE), and the Department of Agriculture (USDA).

Those same federal agencies would be prohibited from buying weapons regulated under the National Firearms Act like machine guns, grenades, and silencers. In this context \"federal agencies\" does not include traditional law enforcing agencies like the\n CIA, the Department of Homeland Security, the Department of \nJustice etc.

The bill would also require the Comptroller General to submit a report to Congress with:

A list of every federal agency with a unit that:

has had special military-style training
uses body armor, helmets, shields,
is designated to respond to high-risk situations
has a special weapons and tactics (SWAT) team
has an active shooter team

A description of those units, including the training they receive and the weapons they have access to.
The criteria for activating the unit, and how often it was used in the past 10 years.
The cost of operating such units
Other information justifying the usefulness of these units.
