"per Country" limits invite unmanageability (a Government talent, to be sure!). While more tedious (the SHEER HORROR of having Federal employees actually perform meaningful work is insanely cruel, I know), evaluating applicants on their own mwerits, or lack of them, is, on balanace, more equitable. There are already (perhaps) too many "lists" in place to provide some sort of guidelines on this, anyway. Now, about those H1B's . . .
