Absolutely the US needs to promote education for women and girls in the countries it provides with foreign aid. Education is a key tool for everyone to be able to better their position, though of course not the only one. This is why I'm serving with AmeriCorps in education in impoverished districts in America: with a better education, these kids have a greater opportunity to get work, to achieve higher levels of education, to become future innovators, and to improve their communities. The same holds true in developing countries. Girls around the world need access to education if they are ever going to acheive equality/equity. America must not only role model education for women and girls, we must encourage other countries to do the same.
