Folks are reading this wrong. What the bill does is limit the amount of time that FEMA can take back money from states and localities. When I worked in Emergency Managment our running joke was that after the Federal Declaration that FEMA would then show up to bayonet the wounded. In other words try to limit what they would help with, we had both good and bad experiences with FEMA staff. Some could have carried less and wanted to be gone as soon as they could.
