Many of the provisions look good, but to improve its operation and service, the IRS needs to be adequately funded. It also seems fundamentally wrong that this bill would ban the IRS from developing its own free online filing system. My state has for many years had free online filing for state taxes. Unfortunately, when I file my federal taxes through a commercial free filing option, I can’t use my state’s free service. I have to pay to file state taxes with that commercial provider and their form does not offer all the options that the state offers. I can’t donate part of my refund to help enhance the state nature preserve system or other programs I might wish to encourage. It doesn’t make sense that if I have to file online, I can’t file directly with the agency but have to employ a third party to file for me.
