Basically this just says the president can't nuke someone unless the official process of declaring war against them has been done. That seems reasonable. And "no first strike" also seems reasonable. We really have no need to be able to use nuclear weapons against someone we are not at war with. And the devastation of nuclear war, to us and our enemies but also the entire world, is not a decision to be undertaken quickly. We have plenty of other weapons to use if speed is needed.
