One In, Two Out: Should Federal Agencies Repeal Two Existing Regulations For Each New One?

This is ludicrous. Repeal regulations that don't work, but requiring that 2 be repealed for every new one is just a stupid game. Keep what works, get rid of what doesn't, and add new ones where they are needed. Don't worry about how many there are!
