People should be able to opt into having their records available to congressional staffers. Otherwise this would appear to be a severe violation of federal law. The funding for the VA to bring its filing systems into the 21st century must be prioritized. By all means congress people should be intervening to advocate for their Veterans constituents, but they need not view their medical records to send a letter of indignation to the appropriate VA office or, much better present/support/push a bill granting more funding to the VA. This is obvious.
