This GOP-sponsored bill is just another way to try to starve services to the poor and middle class. It is a long tradition of the courts to place punitive damages on firms for wrong-doing, because financial penalties hit companies where it hurts and make them pay attention. Donating those penalties to non-profit organizations, especially organizations that try to combat or cure damage done by that kind of wrong-doing, has also long been an appropriate use of these penalties. Remember that actual damages suffered by those the company cheated or otherwise harmed have already been assessed. In dispute in this bill is the assignment of punitive damages. Like cutting corporate tax rates to an absurdly low level, this is a Republican tactic to make the owners of companies wealthier, but this particular tactic actually targets the most venal and destructive firms for extra relief by making punitive damages harder to impose and distribute. It is a transparently vile proposal.
