Foreign service: 13,000 employees . Defense Department: 742,000 civilians. National defense in the 21st century is contingent on a different kind of war. Bigger and better jets and ships cannot compete, dollar-for-dollar, against the effectiveness of qualified foreign service personnel. Cutting the State Department to fund the military industrial complex is negligent. Reduce the spending on R&D, demand better bang-for-the buck from contractors, increase the salaries of our service men and women more than the paltry 2.1% increase proposed, and put more into health and care for our brave military personnel who need it. If that budget were proposed, I'd say YEA in a heartbeat!
