This bill would establish a task force to give recommendations to the Mayor and City Council on how to better serve \"disconnected youth.\" The term \"disconnected\" in this context applies to young people between 16 and 24 who are not affiliated with an educational institution or the workforce.

The goals of the task force would be think of policy solutions to offering disconnected youth better opportunities for employment, skill training, and mentoring. A report would be due to the Mayor and the City Council within 60 days of the task force's final quarterly meeting. That report would include analysis of data, evidence, and evaluations of existing programs that could be improved, changed, or eliminated.

The committee would also offer data collection recommendation policies to help New York City officials have a better understanding of the experiences and lives of disconnected youth in terms of:

Living arrangements;
Access to education;
Employment status;
Skills or employment training received;
Involvement in the criminal justice system or involvement with mental health systems.
