This bill is a joke &, on its face assumes undermines the CPR public comments period &, assumes Americans are idiots. Neither the public nor the industry it's any proposed regulation allegedly will affect, can review, comprehend &/or provide an informed comment based on "a brief description of the regulation, when the agency started developing or considering it, its status, and an estimate of when it will be finalized and go into effect". Additionally, the bills language regarding posting any proposed regulation 24 hours before it takes affect, is useless! Regulations, at a bare minimum, are posted & open for comments for at least 90 days. Unless the public is made aware of the regulation in advance, it never will learn that a poorly drafted & rarely enforced regulation existed until it's too late. The 24 hours & FOIA request language is a slap in Americans faces &, demonstrates that Congress believes the public is ignorant & doesn't have a clue regarding how regulations, proposals & etc., are handled.
