Clinical trials exist already. The way this legislation is worded, it seems like nearly any "treatment" could be given as long as the physician is willing to say it has a chance of working. Also, you would have to remove the bit about "No outcome of the treatment could be used by a federal agency reviewing the treatment to delay or otherwise adversely impact the review or approval of the experimental treatment". If we're going to try experimental treatments, we need to be able to learn from them. That's the whole point of an experiment.
