This is about as easy a decision as Congress will ever face. The DPRK is the most repressive regime in the world, has engaged in targeted kidnapping of Japanese and South Korean citizens on a large scale and Western tourists on a smaller scale, and is presently attempting to build a nuclear weapon capable of striking the US in defiance of literally the entire world. Without the DPRK on it, the so-called "state sponsors of terrorism list" is frankly a joke.
