I lived in Guam for two years ‘16&’17 and the root of this problem is entirely our fault. Congress keeps the unincorporated territories in eternal limbo, hostages to the American Military Industrial Complex that occupy 40% of the island and the whimsy of the Federal Government. We treat the Chamorro people like second classes citizens, appropriate their land, and ruin the environment of the islands. There’s no money for improvements coming from Congress and the islands aren’t allowed to self govern. What did we think would happen?? Chinese come with money and say “Let us build here. We will pay to lease the land, build the building, the infrastructure upgrades to support it, and we will hire you -the locals- to work there when it’s built and pay higher wages then you can get anywhere else including from the US government.” Of course they’re going to go for it. Especially on some of the smaller islands they’ve got next to nothing except WW2 era leftover relics and UXO. China went to Saipan and to Rota and built methane recapture systems on farms for pig waste. That gives the locals a good generation system for natural gas that was paid for entirely by someone else. Of course they’re going to use it. We caused this problem by treating our territories like playgrounds for the US military. We don’t treat the native Islanders with respect. We don’t help them after Typhoon. You think Puerto Rico was bad? At least we heard about it. We knew it was happening. When was the last time you heard about one of the Marianas getting hit by a typhoon? It happens all the time, we just never hear about it. The people suffer and die unnoticed. The infrastructure was all built after the second world war and has never had significant improvements. Then IQ45 decide to cut the H1B visa program. So now Guam doesn’t have enough to construction workers to do construction. Forget getting private housing build, there aren’t enough construction companies with full staff to build the military contract construction. Delaying the military buildup delays moving the Marines out of Okinawa. Guess where those 20,000 people were supposed to go? They were supposed to go to Guam. But we can’t build housing, we can’t build the water infrastructure or drill the wells, we can’t build the power infrastructure or fix the burned out power plant. Because there’s no visas, construction takes training, and the locals are employed by hospitality, tourism, and government. God forbid The military do it’s own goddamn construction with the troops it specifically trained for that purpose. No. They’re going to hire outside contractors, because their troops theoretically have something better to do. All of the trained construction workers have jobs and there are still not enough of them to build all of the things that the military wants to build on Guam. And since the military is paying out the nose for construction, there is no private construction going on because every possible body is employed to build the military. That means no new housing for anybody unless you’re willing to pay exorbitant amounts of money. And nobody in the islands has any money. So guess who’s building private housing? Ding ding it’s China. The middle class of the China who are ridiculously wealthy right now are buying the available islands land up for vacation homes. All the condos have been sold and the housing market is so tight that the local Chamorros who are not wealthy are getting pushed out of their leases and having to go back and live in the jungle as if it was the 1920s. Theses are AMERICANS. And they are utterly dependent on foreign tourism and foreign money for survival. Guess who’s got the most money to spend right now? It’s China. So yeah, there’s a problem, and we caused it all by ourselves through our stupidity, mismanagement, indifference, and neglect. Want to help the AMERICAN islands? Repeal the Jones act. Let them incorporate and put them on the path to statehood. Or let them spin off to a common wealth and self govern. Not this eternal enslavement to the military as a unincorporated territory.
