This bill would require the President to prepare a report on U.S. strategy to get terrorist organizations off social media channels. The report would include five sections:

An evaluation of the role social media plays in radicalization in the U.S. and elsewhere;
An analysis of how terrorists and terrorist organizations use social media;
Recommendations for improving the federal government’s efforts to disrupt the use of social media by terrorists and terrorist organizations;
A classified assessment of the intelligence value of terrorist social media posts;
A classified overview of training available to law enforcement and intelligence personnel to combat terrorists on social media and recommendations to improve existing training.

The President would also have to report to Congress with a policy plan for enhancing the exchange of information between the federal government and social media companies when terrorists use their platforms. The president would also have to report on the comprehensive strategy outlining terrorists’ and terrorist organizations’ use of social media. A strategy has already been outlined and committed to in the President’s 2011 Strategic Implementation Plan for Empowering Local Partners to Prevent Violent Extremism in the U.S.
