Why would we diminish the powers of the president in the last year or months of their tenure? The belief that Congress ought to be able just "batch reject" a list of proposals because parties have switched for the next session of government or a president is leaving office seems like a fruitless endeavor. It might sound efficient on the face of it, but it would not be relegated to the last year or few months of a president's tenure if that were the case. It smacks of partisanship and should be rejected.
