Requiring a Report on the Movement of Terrorist Fighters

Requiring a report on the movements of terrorists begs the question, who defines a terrorist? Is it someone that speaks poorly of the ruling party? A protestor? A worker part of a union? I don't trust the establishment enough to allow such language.
