Does the President Need to Develop a Strategy for Keeping Terrorists Off Social Media?

I would prefer that social media companies take steps themselves. While ISIS needs to be stopped and those back doors on social media need to be closed, I am hesitant for government to interfere unless it is controlled and time-limited.
