Should Tax Breaks for Corporations That “Offshore” Jobs be Eliminated?

Absolutely. There is no excuse for rewarding them for screwing over the American labor force. Maybe if they had been eliminated long ago, we wouldn't have so many corporations outsourcing jobs now.
