We can't even get Congress to vote on the two wars we're already involved in. Waiting for them to make a decision would be unhelpful. Some might look at that as the perfect reason for passing it, but I do not. Mutually assured destruction or the inference that we would be willing to engage in it has been an important strategy for decades. It would be foolish to publicly take it off the table. In addition the hope that a law like this would stop a mentally ill President seems unlikely. Someone like that would simply ignore the law.
