Should the SALT Deduction Be Restored & Paid for By Raising the Top Income Tax Bracket?

Two issues here, (1) the advisability of SALT agreements and (2) establishing tax policies that are fair to all, history has shown that the US economy flourishes (1) when Democrats are in control and (2) even when the highest tax bracket is 70%.
