This bill would amend the Internal Revenue Code of 1986 to make 50 percent of an individual’s gross income the highest amount of total tax that can be imposed on an individual taxpayer in a given tax year.

Taxes imposed by all levels of government - federal, state, and local - would be subject to the 50% maximum. An individual’s total tax burden (in dollars) would be broken down by category and added together, then divided by the individual’s gross income to obtain the individual’s effective tax rate.

If the effective tax rate exceeds 50 percent of the individual’s gross income, they would not have to pay more than 50 percent in taxes -- but this legislation doesn’t specify a mechanism to reduce the tax burden to that level.
