Should People With Only One Health Insurance Option be Exempt From the Individual Mandate’s Tax Penalty?

Why doesn't our Republican led Congress work to improve a system that allows people to have their pre-existing conditions and essential benefits covered, instead of working to dismantle that system? This legislation is insidious.
