One In, Two Out: Should Federal Agencies Repeal Two Existing Regulations For Each New One?

Why not three or four or maybe none? This isn’t a game, but existing regulations should be reviewed in light of why they were created in the first. Is there so much greed and selfishness to allow for self-governing? Seems likely.
