The key for me is the aircraft is owned or leased by the government. There will be times when speed is important when dealing with government business, It is the abuse of the practice of chartering planes that is at issue. So long as the appointees are on government business and transport is available, then they should be able to travel. They should have no more luxury than a normal person would. However, speed is often important, in which case they need quick availability of aircraft with the ability to conduct business in transit. With the passage of this bill, I expect that the government would begin leasing or purchasing planes for the purpose of travel for appointees under this bill and equipping them appropriately. Some people seem to object to any special treatment at all, but I think that to the extent that their job may have special requirements requiring fast travel to exactly where they need to go, then that is merely the nature of the job.
