No. Stop with this balanced budget shit like it is the Holy grail. Yes, ideally, the budget should be balanced. But there are legitimate circumstances when a budget deficit needs to be or should be run. For example, during times of national emergency like a war or a major recession. We don’t want lawmakers being incentivized to pass bad policy just to avoid a pay cut. Similarly, there are times when a deficit occurs for reasons external to policy making. For example, during a recession, there are lower tax revenues and more entitlement expenditures even without a change in policy! This might cause a previously balanced budget to become a deficit even though the law is the same. If we Opas this law, would cause lawmakers to scramble to either raise taxes or lower entitlements during a recession when the best policy would be to do the exact opposite and to run a deficit during the recession. Policies should be evaluated on their merits, not whether lawmakers will make more or less money.
