This bill would establish a government\ntask force under the Dept. of Commerce to review, prioritize, and act on attempts by foreign governments to\ndegrade or disrupt the flow of goods, services, and/or content on the Internet. The Task Force would coordinate the activity of federal \nagencies to implement strategies and share timely \ninformation with the public and Internet policy groups.

The Task Force would submit annual reports and action plans to the President and Congress. It would also organize public hearings \nand solicit public comment through the Federal Register and the Task \nForce website.

This bill requires the Task Force to develop and implement strategies in response \nto foreign and domestic government policies that:

Unjustifiably or \nunreasonably burden or restrict international trade in Internet-related \ngoods, services, and content;
Mandate or otherwise preference \nInternet-related technology standards and related measures;
Impede \nthe free flow of information on the Internet;
Otherwise threaten \nthe open, global nature of the Internet, the interests of Internet \nusers, and the United States in Internet-related international trade and\n discourse.
