Should Taxpayer Dollars Not Fund Travel by Federal Officials That Violates Travel Regulations?

How is this even a question? Isn't this why we have rules in the first place? I understand that some positions of responsibility come with certain benefits, but flouting rules SPECIFICALLY created for such persons should not be among them.
