This bill would require the President, in conversation with relevant congressional committees, to make a recommendation on the number of refugees admitted into the U.S. in a fiscal year. Barring an emergency refugee situation, refugees cannot enter the country until Congress enacts a joint resolution setting refugee levels for that fiscal year.

If passed, this bill would require the president to prioritize the admission of persecuted religious minorities from Iraq and Syria as refugees until fiscal year 2020.

When determining the admissibility of a refugee for security purposes, the Dept. of Homeland Security (DHS) would consult with both the Director of National Intelligence (DNI) and the Federal Bureau of Investigation (FBI). The Government Accountability Office (GAO) would also submit a report to Congress on the effectiveness of the refugee screening process in protecting U.S. security.
