This really need to focus on those that have a history. By removing this the state can assume that everyone who applies for unemployment has taken illegal drugs and can refuse them these benefits they need so direly. I think it would be a waist of time and resources to have everyone be tested. It seems most of the time people end up unemployed because of tighter budgets and inability to keep everyone because they lack the finances to pay everyone. Either that or the CEOs want to squeeze a little more profit at other people's expense.
