Congress is paid to do a job. Withholding payment sends the wrong message- if you want a job to get done, withholding pay from the people who are hired to do said job is the opposite of an incentive. Once we stop paying them is when they are no longer beholden to the American people. Like many people have mentioned, most of the people in congress won't be hurting for money if they miss a paycheck, so the idea that withholding their salaries seems moot. The backlash from withholding money could be more devastating politically. It seems like an empty punitive measure that would not create the intended effect.
