How about states come together, pool techniques and results to maximize efficiency throughout, and develop their own standard they can all agree is reachable, while making sure to preserve their own methods and pride driven specialty families/state-wide_needed job resources. I will say this on almost every issue as well, it may be a lot of work but we need to have debates for issues such as this in a wider form of congress than present, our fore fathers laid the ground work for a fabulous system that worked and still does. Its losing appeal and effectiveness and when we debate gay marriage rights and spend time and resources doing so? But in that same sense its defeated by the fact that religion is the right of the individual, and you can not stop someone from performing a peaceful ceremony that holds value to them unless it infringes on another's rights or breaks a law in place to prevent harm in anyway(excluding any harm to pride or self value, as an individual know that these feelings may occur in a world of majority rule and minority equality.
