This bill would authorize the Dept. of Justice (DOJ) to designate foreign countries or regional economic integration organizations whose natural citizens may bring civil actions against U.S. government agencies. Civil actions could take place under the Privacy Act of 1974, and be filed to access, amend, or redress (i.e. remedy or compensate for) unlawful disclosures of records kept by that agency.

Countries and organizations whose citizens can pursue these civil remedies if the person’s country or organization has appropriate privacy protections for sharing information with the U.S. to prevent, investigate, detect, or prosecute criminal offenses. The Dept. of State, the Dept. of the Treasury, and the Dept. of Homeland Security could concur in designating certain countries as major U.S. allies for the purpose of extending

The DOJ’s designations would be exempted from judicial or administrative review. The U.S. District Court for the District of Columbia would be granted exclusive jurisdiction over any claim that is brought under this act.
