Should a Commission Study Solitary Confinement & Make Recommendations to Reduce its Use?

It’s cruelty, plain and simple. We’re Americans, not some banana republic. We should lead by example. If we refuse human rights to our own prison population, we have no moral authority to judge other nations who do the same. We’re better than this.
