This bill would require the Dept. of Homeland Security (DHS) to enhance its cybersecurity situational awareness and information sharing between maritime security stakeholders. Among the groups that would experience greater information sharing are government agencies at all levels, public safety and emergency response agencies, law enforcement, the maritime industry, and the owners and operators of ports.

DHS would be required to consult with the Coast Guard to improve participation in the Maritime Information Sharing and Analysis Center. It would also request that the National Maritime Security Advisory Committee provide DHS recommendations on improving stakeholder communication and information sharing on a national level.

The Coast Guard would be required to direct captains of designated ports to establish a working group of members of Area Maritime Security Advisory Committees to share information about and develop plans to address port-specific cybersecurity vulnerabilities. Additionally, the Coast Guard must require that Area Maritime Security Plans approved after this bill’s enactment include mitigation measures protecting against cyber threats.
